Clause 4.1 names no sum. It says the verification threshold depends on risk and is set solely at the operator's discretion, adding that once reached, the withdrawal function may be suspended.
It is the most open wording we read in this ten. An amount can be planned around, even a low one; a threshold set by discretion cannot, because reaching it is decided by the party holding the money. A clause without a figure is therefore not weaker than an amount — it is stronger, against the player.
